How the Dutch passport photo process works
The Netherlands uses a 35×45 mm photo with a notably small head: 26–30 mm from chin to crown, which is shorter than most ICAO countries and a frequent reason Dutch photos fail when shot to a generic template. The background should be a plain light grey, light blue, or white, with even lighting and no shadows. The same photo is used for the passport and the Dutch ID card (identiteitskaart), and gemeente (municipality) counters check it against the strict national model photo guide.
