How the Dutch passport photo process works

The Netherlands uses a 35×45 mm photo with a notably small head: 26–30 mm from chin to crown, which is shorter than most ICAO countries and a frequent reason Dutch photos fail when shot to a generic template. The background should be a plain light grey, light blue, or white, with even lighting and no shadows. The same photo is used for the passport and the Dutch ID card (identiteitskaart), and gemeente (municipality) counters check it against the strict national model photo guide. Snapfora sizes to 35×45 mm and shows the 26–30 mm head band so your head isn't too large for the Dutch spec.

Printing a Dutch passport photo

Dutch photographers and the pasfoto booths in stations and shops print to the national model photo standard, which is the safest given the strict lighting and head-size rules. To print your own, tile the 35×45 mm image (with the smaller Dutch head height) onto a 10×15 cm sheet at a kiosk and cut to size. Some gemeenten capture the photo at the counter, in which case no print is needed.

Why Dutch passport photos get rejected

  • Head too large — the Dutch 26–30 mm band is smaller than the 32–36 mm most countries use.
  • Shadows on the background or face; the model photo guide demands fully even lighting.
  • A background colour or texture outside plain light grey / light blue / white.
  • Glasses (strongly discouraged) or any reflection across the eyes.
  • A smile, visible teeth, or a head not perfectly straight.
  • Reddened or 'flash' eyes, or hair across the eyes.
