How the Dutch passport photo process works

The Netherlands uses a 35×45 mm photo with a notably small head: 26–30 mm from chin to crown, which is shorter than most ICAO countries and a frequent reason Dutch photos fail when shot to a generic template. The background should be a plain light grey, light blue, or white, with even lighting and no shadows.
